Phon van den Biesen

Phon van den Biesen (1952) has practised as an attorney in Amsterdam since 1979. A graduate from the University of Amsterdam, he was one of the pioneers in the field of legal aid.

Providing legal assistance to civil society organisations is a central theme of his work. At the beginning of his career as a lawyer, he focused on the rights of tenants and homeless. He then went on to become a specialist in civil and administrative litigation on behalf of associations involved in nature conservation and environmental protection, of the lower tiers of government as well as of organisations and individuals involved in issues of war and peace. The application of International and European law is becoming increasingly important in these areas.

Since the end of 1993 until the end of February 2007, Phon van den Biesen has been Deputy Agent for Bosnia and Herzegovina before the International Court of Justice in the Hague in Bosnia's genocide-case against Serbia and Montenegro. Also, he represented Djibouti in its ICJ-case against France (from mid 2006 through June 2008). He is a member of the Wetenschappelijke Raad van het Centrum voor Milieurecht (Scientific Council of the Environmental Law Centre) of the University of Amsterdam. During a period of 13 years he was a Member of the Disciplinary Council in the Court of Appeal District of Amsterdam.
